Abstract

This research is motivated by a change in the teaching paradigm from being implemented face-to-face to a distance learning system. This paradigm change certainly affects the role of teachers as educators. The role of teachers in distance learning programs is more likely to be how the teacher's efforts in facilitating (facilitator) students' learning needs by utilizing technological developments, especially in the field of education. This fact invites new problems for many schools in cities and rural areas, especially in Kuningan district. One of solution to this problem is there are several excellent schools such as SMPN 1 Kuningan and SMAN 2 Kuningan as RSBI schools with good teaching human resources and learning systems that can become role models in distance learning activities for other schools. The aims of this research are (1) to describe the distance learning policy at SMP Negeri 1 Kuningan and SMA Negeri 2 Kuningan, (2) to analyze the management of the distance learning program at SMP Negeri 1 Kuningan and SMA Negeri 2 Kuningan, (3) to analyze the teacher's role as facilitator in the Distance Learning system at SMP Negeri 1 Kuningan and SMA Negeri 2 Kuningan. This research method uses a qualitative method with a evaluative approach. Methods of data collection is done by observation, in-depth interviews, and documentation. The data analyze technique uses the CIPP model (context, input, process, and product) to determine the effectiveness of the program from the components that are run. The results of research showed that (1) the PJJ policy at SMPN 1 Kuningan and SMAN 2 Kuningan was implemented with an LMS (Learning Management System) in the form of a website, a simple digital platform such as Google Classroom. In addition, several supporting applications such as Google Meet and CloudX are also used which can accommodate the needs of teachers in giving assignments and strengthening material to students, (2) in the general management of the PJJ policy developed by SMPN 1 Kuningan and SMAN 2 Kuningan includes several stages such as a) planning, b) socialization, c) implementation, d) monitoring, e) assessment, and f) reporting, (3) the teacher's role as a facilitator in PJJ activities is reflected in the activities of a) teachers preparing distance learning plans, b) teachers facilitating during the learning process, c) effort the students to achieve curriculum targets, d) prepare teaching materials, e) determine the methods and patterns of communication used, and f) have media that are in accordance with learning needs. In addition, the effectiveness of program implementation is good based on the CIPP analysis of several learning supporting components such as institutions, teachers, students, infrastructure, and teaching systems during distance learning activities.
