Abstract
The process of English speaking learning and teaching will lead to an assessment. An assessment can be formed in measurement or non-measurement. The case has an impact on the difference understanding and the process of assessing in the 21st century. This research aims to; (1) analyze the characteristics of English speaking assessment involving students' needs in 21st century skills; and (2) develop an English speaking assessment guideline for high school students that supports the development of 21st century skills. This research is a Research and Development (R & D) study. This study involved 51 students, two teachers, and two experts. The data from this study was collected by questionnaires and interviews. The collected data was analyzed using thematic analysis. The results of the study present: (1) there are seven components in English speaking assessment, namely developing, English, speaking, assessment, guidelines, 21st century skills, and senior high school students; (2) the English speaking assessment guideline contains a cover, introduction, table of contents, introductory chapter, theory chapter, activity chapter and stages, conclusions and references.
